Nergal was a fearsome Mesopotamian god associated with death; he reigned in the underworld and was the protector of men against pestilence and war. His name survives not only on coinage, but on Akkadian and Elamite inscriptions, and seemingly also in the names of high-ranking Assyrian officials and a Babylonian king of the early 7th cent. It is possible that the horseman is actually one of the late kings (Syennesis III?) of Cilicia.

Contemporary to these coinage issues, Cilicia was part of the Achaemenid Persian empire, with Tarsos being its most prominent eastern city. According to Colin Kraay's article "The Celenderis Hoard" (NumChron [1962], pp. 1-15) and book, Archaic and Classical Greek Coins, they are among the earliest issues of Tarsos. Based on the marine implications of the obverse types (and reverse of the stater), coupled with the general dating of the issue, it is quite possible that they were made in conjunction with the mobilization of the Phoenician fleet by Tissaphernes at Aspendos in 411-410 BC.

This early stater from Tarsos combines elements of Casabonne’s type D2 (obverse with horse in walking stance) and G1 (reverse with archer and city ethnic). Chronologically, these two periods are successive, which makes such a seeming “hybrid” reasonably possible.

The hereditary kings of Cilicia were invested with the name Syennesis, a royal title more than an actual name. Syennesis III was probably the grandson of Syennesis II, one of the commanders in the fleet of Xerxes, and married a woman named Epyaxa. In 401 BC, the couple supported the revolt of Cyrus II against his brother Artaxerxes II. In return for the assistance, including a body of troops commanded by his son which he offered to Cyrus, Syennesis was himself richly rewarded with gifts and honors. At the same time, though, he sent his other son to Artaxerxes, so that whatever the outcome he might be with the winning side. Syennesis' actions, however, did little to save Cilicia's independence; after 400 BC, it became a satrapy of the Persian Empire.
